This is a car photographed in the Exchange Station car park before the start of the Manchester to Blackpool Veteran & Vintage Car Run in June 1990.
It's a 1914 Cadillac 40-50 Tourer and the programme of the event had this note about the car:

Imported from Massachusetts last December,
This model is the largest Edwardian Cadillac
manufactured. It has four separately cast
cylinders, each with its own copper water jacket,
a two-speed rear axle giving a 2.5/1 top ratio -
which means it will do 45 mph at 1,000 rpm.
And it takes 37 in. x 5 in. tyres!
