This is one of the vehicles taking part in the Trans Lancs Historic Vehicle Rally at Heaton Park, Manchester in September 1998.
It's a 1952 Leyland Tiger PS2/12A, and the programme of the event said this about it:

the home market. In its later life it was used as a towing vehicle at the company's Selby depot until it was
bought for preservation in 1972. Last year's class winner.
