Citroen V23

This is a vehicle pictured at Heaton Park, Manchester, in September 1995 at the Trans Lancs Historic Vehicle Rally organised by the Greater Manchester Transport Society.

It's a 1937 Citroen V23, and the programme of the event says this about it:
