This is one of the vehicles at the Trans Lancs Historic Vehicle Rally organised by the Greater Manchester Transport Society at Heaton Park, Manchester, in September 1996.
It's a Bristol L5G with Eastern Coach Works B35R body, and the programme of the event said this about it:

New to Crosville Motor Services and operated in North Wales until 1969 when it
was withdrawn and sold to Cheshire Constabulary who converted it into a Road
Safety Exhibition Vehicle. With present owner since Sep 93.
It also attended the Trans Lancs Historical Vehicle Rally the previous year.
