It's a 1953 Seddon Mk5 and the programme of the event had this to say about it:
EM 5505 Seddon Mk5/L platform. 1953. Entered by R. Sanders, Preston, Lancs. Rebuilt from scrap, this vehicle is displayed in the livery of its first owner, and can be seen at many rallies throughout the U.K.
